Lakeport City Council to discuss redevelopment housing program, Forbes Street overlay

LAKEPORT – At this Tuesday's meeting, the Lakeport City Council is set to consider a housing program and the overlay project for Forbes Street.


A workshop on the city's sewer system management plan will take place at 5 p.m. Tuesday, May 4, with the regular meeting to begin at 6 p.m. in the council chambers, 225 Park St.

Sitting jointly as the city's redevelopment agency, council members will discuss and provide direction on recommendations regarding the Redevelopment Agency Housing Program.


Redevelopment Director Richard Knoll's report on the project explains that public workshops were held on Jan. 19 and April 6 to discuss the agency's housing program and the development of a strategy for expending redevelopment housing funds.


He said city staff members have considered a series of potential projects, and they're recommending the agency authorize staff to work with Bill Irwin and AMG & Associates on a financial analysis of proposed projects.


Specifically, Irwin – the father of Mayor Jim Irwin, who has recused himself from discussions of the project – is proposing to build 12 new low- and moderate-income single family dwellings in the Victorian Village project adjacent to S. Main Street, according to Knoll.


Knoll's report stated that AMG is proposing construction of 40 to 50 low- and moderate-income apartment units for seniors on a five-acre parcel at 1075 Martin St.


In city council business, City Engineer Scott Harter will present a contract change order for $63,000 regarding the Forbes Street Overlay Project.


He's asking for the council's authorization to proceed with the design of improvements at Second Street that are compliant with the Americans with Disabilities Act, and for permission to issue the field order to construct the work.


Harter's report said the change order will have no fiscal impact on the city, as it will be covered 100 percent by federal stimulus funds.


During public presentations, the council will consider requests for a weekly farmers' market to be held June 1 through Oct. 30 in Library Park, specifically in and around the gazebo. The application would include closing Park Street from Second to Third streets.


Council members also will discuss Derek Funderburg's Eagle Scout project, which involves placing additional flag pole holders around the city.


The council also will hold a closed session to discuss property negotiations for Green Ranch.
