LAKEPORT, Calif. – The Lakeport City Council this week will hold public hearings on the Downtown Improvement Project and changes to another development, and consider a new St. Patrick's Day event.
The meeting will take place beginning at 6 p.m. Tuesday, March 1, in the council chambers at Lakeport City Hall, 225 Park St.
On Tuesday the council will offer a proclamation honoring retiring Planning Commissioner Ross Kauper for his years of dedicated service to the Lakeport Planning Commission.
There also will be a presentation of the Government Finance Officers Association’s Distinguished Budget Presentation Award to the city of Lakeport.
The council will hold two public hearings during the meeting.
In the first, the council will take up three matters relating to the Victorian Village property on S. Main Street, purchased last year by developer Ray Somberg.
The council will hold a hearing to adopt a mitigated negative declaration for a general plan amendment and zone change; approve the proposed general plan amendment from resort residential to major retail and residential with the findings contained in the proposed resolution; and approve the proposed zone change from R-5, Resort/High Density Residential to C-2, Major Retail and R-1, Single Family Residential with the findings contained in the proposed ordinance.
In the second public hearing, the council will hold an environmental review of the Downtown Lakeport Improvement Plan Phase II and consider adopting an amended mitigated negative declaration for the city of Lakeport project based on the information and findings contained in the initial study/environmental review and dated Feb. 3.
Under council business, City Manager Margaret Silveira will take to the council the application for a new event, a St. Patrick's Day parade to be held on Main Street on March 12.
The Lakeport Main Street Association is proposing to hold the event on Main Street, from Seventh Street to Armstrong and back to Seventh Street.
Also on Tuesday, Finance Director Dan Buffalo will present to the council a request to approve a professional services agreement with Polestar Computers for the provision of IT support services to the city.
On the meeting's consent agenda – items considered noncontroversial and usually accepted as a slate on one vote – are ordinances; minutes of the regular Lakeport City Council meeting on Feb. 16; the Feb. 23 warrant register; approval of application 2016-005 with staff recommendations for the Cinco de Mayo Celebration to be held in Library Park on May 1; approval for sending a letter of support for AB1559 (Dodd) which would increase the period for individuals and businesses to defer payment of taxes and fees to the Board of Equalization from one month to three months in the case of a declared disaster; receive and file the 2015 Comprehensive Annual Financial Report for the city of Lakeport; approve the contract with Pyro Spectaculars North Inc. for the annual fireworks display and authorize the city manager to execute the contract.
