CLEARLAKE, Calif. – The Clearlake City Council is due to hold the second and final reading of an anti-scavenging ordinance this week.
The council will meet in closed session beginning at 5 p.m. to discuss employee negotiations and property negotiations for 14060 Olympic Drive before beginning the public portion of the meeting at 6 p.m. Thursday, March 23, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.
At its March 9 meeting, the council held the first reading of the anti-scavenging ordinance, which would prohibit people from going through dumpsters or other waste receptacles in order to look for recyclables.
City officials have said the ordinance is needed to to make the city safer and cleaner, and to improve its image.
The vote on March 9 was 4-1, with Councilman Bruno Sabatier voting no, and questioning the justifications given for bringing the ordinance forward.
In other business, the council will consider a resolution to begin the process of refinancing certain outstanding tax allocation bonds and appointing the necessary consultants.
Council members also are set to hold a public hearing to confirm assessments of administrative penalties totaling $12,500 for failure to abate public nuisances on properties at 3720 Buckeye St., 2412 Grey Ave., 4054 Lansing Ave., 3845 Mullen Ave. and 15435 Mason St.
Also on Thursday’s agenda are three presentations, including a proclamation declaring April 2017 as Sexual Assault Awareness Month; an update on community involvement from Patty Bruder of North Coast Opportunities, Mike Dean of the Lake County Community Action Group and Jo Bennett of the Lake County Council of Church Women United Shoe Program; and the Clearlake Waste Solutions annual report.
On the meeting's consent agenda – items considered noncontroversial and usually accepted as a slate on one vote – are warrant registers; review and approval of a contract amendment for Hinderliter De Llamas (HdL) for professional services; and auditing services for the city’s fiscal year 2017 financial statements.
