LAKEPORT, Calif. – On Tuesday the Board of Supervisors approved necessary changes to election dates for the county’s school districts.
During three short public hearings, the board considered and approved changing election dates from odd-numbered years to the same day as the statewide general election held in even-numbered years for the governing boards of the Kelseyville, Lakeport, Lucerne and Upper Lake school districts, along with the Lake County Board of Education and the Mendocino-Lake Community College District.
Lake County Registrar Diane Fridley said she placed the item on the agenda, with the school districts having already approved the necessary resolutions to change the dates.
“And that’s a response to Senate Bill 415, which actually now requires all special districts and school districts to make that change when they have less than 25 percent of turnout,” said Fridley, adding that all of the local districts do have less than 25 percent when their elections are held in odd-numbered years.
Fridley’s written report explained that SB 415 was signed by Gov. Jerry Brown on Sept. 1, 2015.
Fridley said that Tuesday’s action was “kind of a formality” as it has to be done based on the new law, but that the Board of Supervisors was required to confirm it.
Her written report also explained that each of the school districts will be required to pay her office for any additional costs as a result of the consolidation with the statewide general election.
The board approved three separate resolutions – one each for all of the local districts, the county board of education and the community college district – in 5-0 votes.
In other business, Supervisor Jim Steele – who said he loves babies – got to present a proclamation designating May as Maternal Mental Health Awareness Month, while Supervisor Tina Scott presented a proclamation designating May as Teen Pregnancy Prevention Month.
Also on Tuesday, the board approved construction change orders for the Manning Creek Bridge Replacement Project, an increase of $1,897.75 and a revised contract amount of $1,221,696.95; the Dry Creek Bridge Replacement Project, for an increase of $3,521 and a revised contract amount of $798,287; and the Anderson Creek Bridge Replacement Project, for an increase of $12,063.79 and a revised contract amount of $740,470.79.
Other items accepted by the board as part of its consent agenda was an agreement between the county and Quincy Engineering Inc. for the Hill Road Landslide Repair Project in the amount not to exceed $209,000, a resolution to adopt updated position allocations on the recorder’s office for the 2016-17 fiscal year and a number of changes recommended by the county classification committee regarding job titles and salary adjustments.
A swearing-in ceremony for a new correctional officer that had been scheduled for the meeting was canceled.
