CLEARLAKE, Calif. – The Clearlake City Council is set to discuss taking a stand against a proposition sponsored by the governor that would lead to new parole and sentencing provisions, and also will consider awarding a bid for work on the city's visitor center project.
The council will meet at 5:30 p.m. Thursday, Oct. 27, for a closed session to discuss negotiations for properties at 14440 and 14480 Olympic Drive before the public portion of the meeting begins at 6 p.m. in the council chambers at Clearlake City Hall, 14050 Olympic Drive.
On the Thursday night agenda is the council's consideration of a resolution to oppose Proposition 57, the Public Safety and Rehabilitation Act.
Gov. Jerry Brown is touting the proposition as a way of reforming prisons, giving inmates a second chance and saving the state money.
However, opponents say the ballot measure is misleading, will release tens of thousands of prisoners too early and lead to an increase of crime in communities.
The Lake County Law Enforcement Chiefs Association has voted to oppose the measure.
“We are urging the public to be aware of the fine details of Proposition 57 and vote no on it because we don’t believe it will lead to safer communities here or anywhere else in California,” the group said in a written statement. “Proposition 57 would lead to the early release of dangerous offenders and reduce the incarceration time of career criminals including drug dealers and gang members.”
Also on Thursday, the council will consider staff's recommendation to award a $25,200 bid to Neils Construction for interior repairs for the Highlands Park Visitor Center project, which the city is working to wrap up. The award would include a provision for change orders up to 10 percent of the contract total.
In other business on Thursday, the council will discuss and consider a review of the city's zoning interpretation and procedures manual; a street closure for the Lake County Youth Services Trunk or Treat event on Halloween night; the city's email use and retention policy; the council meeting schedule during the holidays; a proposal to authorize City Hall offices to be closed the week between Christmas and New Year's Day; and a street closure for the city's Christmas parade event on Dec. 3.
On the meeting's consent agenda – items considered noncontroversial and usually accepted as a slate on one vote – are warrant registers; minutes of the Sept. 8, 22 and 26 council meetings; and minutes of the Sept. 7 Lake County Vector Control District Board meeting.
