LAKEPORT, Calif. – The Lakeport City Council is expected to set a hearing for the purpose of considering the formation of a groundwater sustainability agency when it meets this week.
The council will meet beginning at 6 p.m. Tuesday, May 16, in the council chambers at Lakeport City Hall, 225 Park St., Lakeport.
Among the agenda items is a presentation by Susan Jen of the Health Leadership Network on the Lake County Wellness Roadmap project.
In its main item of business for Tuesday, the council will set a public hearing for June 2 to consider the formation of a groundwater sustainability agency for the area within the Scotts Valley basin, and direct staff to prepare the legal notifications required under the Sustainable Groundwater Management Act.
That basin is within the city’s service area and is a significant water source for the city's water system.
Community Development Director Kevin Ingram's report to the council on the matter explained that city staff has discussed with county staff the possibility of forming a joint powers authority to become the groundwater sustainability agency, or GSA, for Scotts Valley and has even prepared a draft joint powers agreement.
“However, County staff is currently recommending to the Board of Supervisors that the County form a single GSA covering all groundwater basins in the County (including the Scotts Valley basin) for ease of administration,” Ingram wrote. “As far as staff understands, the current recommendation would give the City a non-voting seat on a technical advisory committee as one of the interested parties in the regulation of groundwater.”
Also on Tuesday, the council will approve, in concept, a proposed mural design to be placed at 270 N. Main St.
Ingram's report to the council explained that the Lakeport Main Street Association is working with artist Gloria De La Cruz in developing the mural, which includes a shoreline view of Mount Konocti, with the “City of Lakeport” ferry and a sailboat.
In other business, the council will nominate members as voting delegate, first alternate and second alternate voting delegates for the League of California Cities Annual Conference to be held Sept. 13 to 15 in Sacramento.
On the meeting's consent agenda – items considered noncontroversial and usually accepted as a slate on one vote – are ordinances; the minutes of the regular council meeting of May 2; the warrant register of May 10; approval of Application 2017-021, with staff recommendations, for the 10th annual Cardboard and Duct Tape Regatta to be held July 4; approval of the application for the Grillin’ on the Green fundraiser in Westside Community Park to be held Aug. 5; and approval of the proposed memorandum of understanding between the city and the Bicoastal NorCal Media to present the 2017, 2018 and 2019 Summer Concert series in Library Park.
