Personnel Director Glenn Walters, District Attorney Gary Luck and Treasurer/Tax Collector Kay Lytton received standing ovations and proclamations thanking them for their service at Tuesday's board meeting. Each also received certificates of special recognition from Congressman Mike Thompson's office.
Supervisor Rob Brown, in reading Walters' proclamation, gave him a good ribbing, referring to his collection of jokes - staff calls them "Glenn jokes" - and saying that "most" of the board would miss him.
In thanking the audience and the board, Walters said, "If I had known so many employees were going to be here, we could have gone over some personnel rules."
Walters said he has served under about 11 boards of supervisors, and noted that things now are much better than in some past times, during which the county faced budget cuts and other difficulties.
Supervisor Gary Lewis read Luck's proclamation, and the two joked about how the similarity in their e-mail addresses often led to them intercepting e-mail meant for the other.
Reading Luck's proclamation, Lewis said Luck has served the county as DA effectively - as seen "by the full jail we have," he quipped.
"It's been a real honor and a real privilege" to serve the county, Luck said.
"Looking to the future, I know the office is in good hands with Jon Hopkins," he added. Hopkins was elected this past June and will take the oath of office Dec. 29.
Luck thanked his staff of attorneys, investigators, clerical workers and victim support staffing who, he said, "made my job easy."
Supervisor Ed Robey honored Lytton, noting that she began her service with the county in 1974, working her way up to eventually receive the board's appointment to the treasurer/tax collector post in 1992. Lytton would go on to be elected by county residents to the position in 1994, and re-elected in 1998 and 2002.
Robey noted Lytton has worked diligently to safeguard the county's accounts and investments.
Sandra Kacharos, elected in November to succeed Lytton, and the treasurer/tax collector staff came forward to present Lytton with a thank you gift.
Lytton said she couldn't have done her job "without this great group of ladies."
"I've seen many changes over the years," Lytton said. "We have a tax roll that has more than doubled, as has the treasury."
She said she's also seen interest rates that ranged between 1 and 14 percent.
Lytton acknowledged supervisors for their work. "People don't recognize the issues with public service," she said. "Your job is not an easy one."
She also thanked her fellow department heads, her husband and her dog, Molly.
"So far, I've spent half of my life with the County of Lake," she said, noting that she's looking forward to the next part of her life and retirement.
Lewis said he and Lytton have been neighbors since 1974.
"I'm going to really miss seeing you hitchhiking to work," he joked.
"I'm not going to miss him driving by and waving, though," she replied.
